Rubrique 1510 ("flammable goods warehouse") triggers Déclaration at 5.000-50.000m³, Enregistrement at 50.000-300.000m³, Autorisation above. REP: Extended Producer Responsibility
REP (Responsabilité Élargie du Producteur) makes producers responsible for end-of-life management. The 2022 Loi Climat et Résilience bans the destruction of unsold textiles and electronics — donation, resale or recycling are now compulsory. For fulfilment operators this creates new process: returns must be regraded as A (like-new), B (opened), C (used) or D (damaged). The Refashion (textiles) and Ecologic (electronics) eco-organismes monitor return flows.
Typical return rates: fashion 25-35%, home textiles 12%, electronics 8%, cosmetics 3%. Operating cost per return runs €4-€9; uninsured loss averages €8.
Pan-EU FBA vs 3PL FBM Trade-Off
Amazon Pan-EU FBA requires local VAT registration in seven EU countries including France, and storage fees include long-term penalties after 6 months. 3PL FBM (Fulfilled by Merchant) supports multichannel — Cdiscount, Fnac, ManoMano, ManoMano Pro, own e-commerce — from one warehouse and one VAT registration. For non-EU sellers, FBM is usually the more rational starting point.
