The United Kingdom is one of Europe's largest e-commerce markets, but since Brexit it runs its own rulebook: UK VAT without OSS, UK GDPR instead of the EU GDPR, and consumer law enforced by the CMA. Sellers who get the GBP checkout, delivery promise and legal pages right reach a population that is very used to buying online.
The UK is outside the EU and has no OSS. For parcels worth £135 or less sent from abroad, UK VAT is charged at the point of sale by the seller (or by the marketplace if it facilitates the sale) instead of import VAT at the border.
