The Practical Recommendation
For any seller projecting more than ~40 monthly sales — or planning to use FBA, run ads, sell B2B via Amazon Business, or scale across EU marketplaces — Professional is the only sensible choice. Three Cross-Border Fulfillment Models

5. German VAT Registration — USt-IdNr., OSS & Amazon VCS
Umsatzsteuer (USt) — The German VAT System
German VAT is called Umsatzsteuer (USt), sometimes written as Mehrwertsteuer (MwSt) in consumer-facing copy. The two rates are:
- Standard rate 19% — applies to almost all marketplace categories: electronics, fashion, home, beauty, toys
- Reduced rate 7% — books, food, periodicals, certain medical goods, cultural goods, plants
The agency administering German VAT is the Finanzamt (local tax office) for resident sellers and the Bundeszentralamt für Steuern (BZSt) for non-resident sellers. The German VAT ID is the USt-IdNr., format DE + 9 digits.
When Registration Is Mandatory
Resident German sellers register from the first euro of taxable turnover (the Kleinunternehmer exemption under €22K is rarely usable for FBA because Amazon requires a USt-IdNr.). 6. E-Rechnung Compliance 2026 — XRechnung & ZUGFeRD Mandatory B2B
What Changed in January 2026
The German Wachstumschancengesetz (Growth Opportunities Act) enacted in March 2024 introduced mandatory electronic structured invoicing (E-Rechnung) for all domestic B2B transactions. The phased rollout:
